Autorizase al Poder Ejecutivo para enajenar o permutar los terrenos y edificios denominados Cuarteles de San Agustín, y los terrenos y edificios donde actualmente funciona el Ministerio de Guerra, situados en la ciudad de Bogotá. Igualmente autorizase al Poder Ejecutivo para enajenar, en los casos en que lo estime conveniente, los terrenos y edificios pertenecientes a la Nación y que estén bajo la dependencia del ministerio de Guerra. Los productos de las nombradas enajenaciones serán destinados a la construcción de las obras a que se refiere esta Ley.
