Artículo cuarto . El Ministerio de Hacienda expedirá los documentos de crédito autorizados por este Decreto, a medida que las necesidades del Presupuesto lo hagan indispensable, con el solo requisito, para la validez de ellos, de que los títulos expedidos sean refrendados por la Contraloría General de la República, y emitidos, mediante acta, por la Tesorería General.
