Articulo 3º Además del cobro por las obras quo se ejecuten en el Departamento del Cauca por la Corporación, se podrán cobrar contribuciones de valorización por obras ejecutadas dentro del mismo, por la Nación o por el Departamento del Cauca, o por el Municipio de Popayán, previa autorización del Gobierno Nacional o Departamental o Municipal.
