Artículo cuarto. Dirección y funcionamiento. La dirección y funcionamiento de la Comisión estará a cargo de un Secretario Ejecutivo, designado por el Ministerio de Agricultura y escogido entre los funcionarios del Instituto Colombiano Agropecuario ICA. El Secretario Ejecutivo tendrá voz pero no voto en las reuniones de la Comisión.
