El artículo 23 del Decreto 1 449 de 1939 quedará así: La autorización para comerciar se expedirá por solicitud del comerciante y en ella se anotará el número de expendios que se autorizan, el lugar de cada expendio y los artículos cuyo comercio se permite. Esa autorización debe ir en papel sellado y en dos ejemplares: uno se conservará en el Ministerio de Guerra, el otro será entregado al solicitante."
