Para efectos del artículo 10 de la Ley 4ª. , de 1976, el Ministerio de Trabajo y Seguridad Social hará los acuerdos apropiados tanto con las empresas, entidades y patronos obligados a los pagos como con los pensionados no afiliados, a fin de que se establezca un régimen uniforme y simplificado. En los casos en que no hubiere acuerdos, el Ministerio dictará las medidas necesarias para la aplicación de dicho artículo.
