Artículo segundo. No se concederá el zarpe a ninguna unidad de cabotaje que lleve cargamentos de azúcar sin que ante el capitán de puerto y las autoridades de aduana se exhiba la certificación del representante de la Compañía Distribuidora de Azúcares del lugar de origen, acerca del destino de dicho producto para el consumo interno.
