Artículo quinto. El Consejo de Ministros, al emitir su concepto, precisará los factores que dan lugar a la asignación de prima técnica y el porcentaje de los mismo, pero podrá, "excepcionalmente y mediante exposición motivada, conceder, en razón de las condiciones particulares del candidato, valor diferente a la ponderación señalada en el artículo 4º y superar el porcentaje que contempla el artículo 2º.
