El Colegio funcionará en la casa donde nació el doctor Enrique Olaya Herrera, mandada comprar por la Ley 33 de 1937 , y en sus dependencias se establecerá la biblioteca y el museo ordenado en esa Ley.
Igualmente queda facultado el Gobierno para establecer en dicho inmueble una escuela o taller de enseñanza gratuita de artes y oficios para obreros.
