El Ministerio de Comunicaciones podrá autorizar la cesión de la concesión, en los términos previstos en el artículo 18 de este Decreto, siempre que se acredite la capacidad financiera del posible cesionario y éste reúna las calidades y garatías exigidas a los concesionarios del servicio.
