A las correspondencias que, de acuerdo con los 580 y 581 del Código Fiscal, gozan de franquicias por los correos nacionales, se les adherirán en las oficinas en que se introduzcan, estampillas de las emitidas para uso especial en la Union postal universal, siempre que estén dirigidas a cualquier país de los que forman dicha Union. A cada pliego ó paquete se lo pondrá el número de estampilla que según la tarifa establecida en el artículo 5°, le corresponden.
