El recurso de apelación a que se refiere el artículo 74 de la Ley 30 de 1986 , se resolverá por los gobernadores, intendentes y comisarios cuando la primera instancia esté a cargo de los alcaldes. Los gobernadores, intendentes y comisarios podrán delegar en los secretarios de Gobierno o en la autoridad que haga sus veces esta función.
