Art. 4.° Por el Ministerio de Gobierno se dirigirá una circular á los Gobernadores de los Departamentos, en la que se les excite á promover en las capitales de ellos y en cuantas poblaciones sea posible, solemnidades análogas á las que han de verificarse en esta ciudad, y á recaudar fondos para la terminación del templo del Corazón de Jesús.
