Artículo quinto. Facultase a la Escuela Normal Industrial de Bogotá para elaborar el proyecto de programas de cultura general y técnica para las Escuelas Industriales del país, que el Ministerio de Educación adoptará por resolución.

Parágrafo

Para la elaboración de los programas de cultura general, el Ministerio de Educación contratará el personal técnico docente que sea necesario.
