La persona natural o jurídica que desee obtener un préstamo, deberá presentar la respectiva solicitud, en la cual se expresará con claridad el nombre del Municipio o Municipios y del Departamento, Intendencia o Comisaría donde esté ubicada la mina; la naturaleza y pormenores del contrato que se quiere celebrar, la obra que se pretende ejecutar con el préstamo que se solicita, y las garantías que se ofrecen para seguridad de la obligación.
