Ámbito de Aplicación. El presente capítulo se aplica a las entidades públicas, privadas y mixtas del orden nacional y territorial, personas prestadoras de los Servicios Públicos Domiciliarios de acueducto, alcantarillado y/o aseo a que se refiere la Ley 142 de 1994, y demás responsables de la distribución, administración, giro, ejecución, compromiso, vigilancia, monitoreo, seguimiento y control de los recursos provenientes del Sistema General de Participaciones y destinados al sector de Agua Potable y Saneamiento Básico.
