Con el fin de asegurar el manejo sostenible de los bosques, el desarrollo de las industrias forestales y la estabilidad del empleo, se fortalecerá la capacitación de la fuerza de trabajo en todas las áreas del conocimiento de los bosques y su cultura. El Estado, las empresas y las instituciones de formación y capacitación, contribuirán a satisfacer esta necesidad.
