ARTICULO 4º. DEL MINIMO DE DERECHOS Y GARANTIAS PARA LOS TRABAJADORES OFICIALES. Las disposiciones del decreto-ley 3135 de 1968, de las normas que lo adicionan o reforman y las del presente estatuto constituyen el mínimo de derechos y garantías consagrados en favor de los trabajadores oficiales. No produce efecto alguno cualquier estipulación, que afecte o desconozca este mínimo, de derechos y garantías.
