El Estado procurará el mantenimiento y la protección de los cuerpos de agua. El Instituto Nacional de Pesca y Acuicultura, INPA, que se crea por la presente Ley, velará por el mantenimiento de las condiciones óptimas del medio acuático en el cual se desenvuelve la actividad pesquera, informando a la entidad o entidades competentes, de las anomalías encontradas para la oportuna recuperación del medio afectado.
