° Dentro del mes siguiente a la aprobación que de el Gobierno Nacional a los planes de obras de fomento municipal y de servicio público , los Gobernadores procederán a su ejecución. En caso contrario, el Instituto Nacional de Fomento Municipal tomará a su cargo la realización de las obras contempladas en dichos planes.
