La Nación y las entidades territoriales podrán subsidiar programas de conexiones intradomiciliarias a los inmuebles de estratos 1 y 2, conforme a los criterios de focalización que defina el Gobierno Nacional, en la cual establecerá los niveles de contrapartida de las entidades territoriales para acceder a estos programas.
