º Evaluación, Seguimiento y Control del Programa. El programa será evaluado por lo menos en forma semestral por los municipios y distritos, y en el evento de comprobar que las instituciones prestadoras de servicios han incumplido sin justa causa los compromisos adquiridos en los convenios celebrados para tal efecto; se podrá, en este evento, reorientar los recursos aún no entregados, dando por terminado el convenio, previendo en todo caso que los ancianos puedan continuar recibiendo el beneficio con otra institución. El FIS realizará anualmente una evaluación y el Consejo Directivo podrá solicitar evaluaciones o auditorías externas del programa. CAPITULO II. ESTRUCTURA INSTITICIONAL Y ADMINISTRACION DEL PROGRAMA
