Artículo quince. Las bebidas fermentadas elaboradas con las prescripciones del Decreto - Ley de 1839 y con las que consigna este Decreto, producidas por las fábricas que tengan las respectivas licencias de producción Institucional e Higiene "Samper - Martínez", tendrán tránsito y comercio libre en todo el territorio Nacional, pudiendo ser grabadas conforme lo dispone el artículo 7º del Decreto - Ley 1839 de 1948.
