Si dentro de los 30 días siguientes a la sanción de esta Ley el Ejecutivo Nacional no hubiere aportado al Instituto de Crédito Territorial la suma de un millón novecientos mil pesos ($1.900.000), ordenados en esta Ley, quedará expresamente facultado el Instituto de Crédito Territorial para obtener créditos hasta por el mismo valor que serán atendidos directamente por la Nación.
