El Gobierno. Oído el concepto del Consejo Nacional de Cooperación podrá establecer juntas departamentales y municipales con el fin de fomentar el establecimiento de cooperativas que serán auxiliares de dicho Consejo y lazo de unión entre éste y las instituciones cooperativas que se funden. En dichas juntas se procurará dar representación a los Comités de la Federación Nacional de Cafeteros, a las sociedades de agricultores y de industriales y a los consumidores.
