Art.2. o Se declaran puertos de rio habilitados para el comercio de importacion i exportacion, el de Arauca i el del Meta en los rios de estos nombres en la provincia del Casanare; i puertos secos habilitados para el mismo comercio el de Cúcuta en la provincia de Pamplona i el de Túquerres en la de Pasto.
