Las disposiciones de la presente leí no restrinjen la facultad o competencia que tienen los Estados para establecer i fomentaren sus propios territorios el servicio de pasaje de los rios aludidos, siempre que en el ejercicio de esa facultad no se estorbe la que al Gobierno jeneral le atribuye el inciso 6°, articulo 17 de la Constitucion.
