El artículo 5º del Decreto 1471 de 1982, quedará así: La emisión de títulos y la celebración de contratos de crédito interno requerirán para su validez de la autorización de la Junta Directiva de la Financiera Eléctrica, Nacional, S. A., previo concepto favorable de la Junta Monetaria, sobre sus condiciones financieras, no quedando así sujeta al trámite de autorizaciones de crédito para la celebración de sus operaciones, según lo previsto en el inciso 2º del artículo 221 del Decreto 222 de 1983 y en el literal b) del artículo 2º de la Ley 11 de 1982.
