Art. 16. Será obligatorio adherir tres estampillas:

1.° A los títulos de grado que se confieran en la Universidad nacional, i cartas de naturalizacion de estranjeros; i

2.° a las patentes de privilejio que conceda el Gobierno de la union, i de producciones literarias.
