El documento de deber o en que conste un contrato privado, al cual deben ser adheridas estampillas de timbre y en que no se hayan adherido o anulado las debidas dentro del término fijado en el artículo anterior, no prestará mérito ejecutivo, ni será admisible en juicio, ni tendrá valor en ningún asunto oficial mientras no se adhieran estampillas por valor cuádruplo del que primitivamente corresponda según la ley, y mientras tales estampillas no sean anuladas por el empleado expendedor de esas especies, en el lugar de la residencia del individuo interesado en hacerlo valer.
