Art. 1.° El Congreso de Colombia haciéndose intérprete de la opinión nacional, lamenta el fallecimiento del meritísimo Prelado, vigoroso y constante defensor de los intereses de la Iglesia católica y de los principios tutelares de la sociedad, Ilmo Sr. Dr. D. Bonifacio A. Toscano, y cumple con un deber de elevada justicia honrando su memoria y recomendando sus virtudes cívicas y privadas como digno ejemplo de imitación de sus conciudadanos.
