Son responsables de la sobretasa, los distribuidores mayoristas de gasolina motor extra y corriente y del ACPM, los productores e importadores. Además son responsables directos del impuesto los transportadores y expendedores al detal, cuando no puedan justificar debidamente la procedencia de la gasolina que transporten o expendan y los distribuidores minoristas en cuanto al pago de la sobretasa de la gasolina y el ACPM a los distribuidores mayoristas, productores o importadores, según el caso.
