El presente Decreto rige a partir de la fecha de su expedición, deroga las disposiciones que le sean contrarias y surte efectos fiscales a partir del primero (1°) de enero de mil novecientos ochenta y dos (1982), salvó lo dispuesto en su artículo 8°. Comuníquese y cúmplase.
