Expedición del Presupuesto . Si el Congreso no aprobara el Presupuesto del Sistema General de Regalías antes de la media noche del 5 de diciembre del año respectivo, regirá el proyecto presentado por el Gobierno, incluyendo las modificaciones que hayan sido aprobadas en el primer debate. En este evento, el Gobierno Nacional expedirá mediante Decreto el Presupuesto del Sistema General de Regalías. Lo anterior, operará también cuando la Corte Constitucional declare Inexequible la Ley aprobatoria del Presupuesto del Sistema General de Regalías.
