Se entiende por Sistema Nacional de Cultura el conjunto de instancias, espacios de participación y procesos de desarrollo institucional, planificación, financiación, formación, e información articulados entre sí, que posibilitan el desarrollo cultural y el acceso de la comunidad a los bienes y servicios culturales.
