º . La segunda etapa. Continuará rigiéndose por lo previsto, en lo pertinente, en el artículo 3º del Decreto 131 de 1999, y, para los efectos del artículo transitorio, la elección final se realizará el día veinticuatro (24) de marzo de 1999, entre las 9:00 a.m. y las 4:00 p.m., en la sede de la Comisión Nacional de Televisión. La reunión para votar en esta etapa estará presidida por el Ministro de Comunicaciones o por quien éste designe.
