La Registraduria Nacional del Estado Civil podrá adquirir directamente y sin intervención del Departamento Nacional de Provisiones los elementos y útiles que se requieran para el cumplimiento eficaz de sus funciones. Toda adquisición que se haga de acuerdo con lo previsto en este artículo, deberá ser previamente autorizada por un Comité Ejecutivo integrado por el Jefe del Departamento Nacional de Provisiones o un delegado personal del mismo que él designe, y por el Proveedor General del Ministerio de Gobierno. La Contraloría General de la República dictará las medidas necesarias para efectuar la correspondiente fiscalización.
