Sí alguno de los constructores de que trata el ordinal b) del artículo 3 de la Ley 14 de 1975 no cumple antes del 29 de febrero de 1980 con los requisitos allí establecidos, con posterioridad a esta fecha no podrá pedir certificado para ejercer la profesión como técnico constructor.
