A los pasaportes oficiales se adherirán estampillas de timbre nacional por valor de diez pesos ($10) que serán anuladas por el funcionario competente en el momento de la expedición. Estos pasaportes los expedirá, únicamente, el Ministerio de Relaciones Exteriores, el cual, en cada caso necesario, podrá delegar expresamente esta facultad a otras oficinas expedidoras de las determinadas en el artículo 9° del presente Decreto.
