º . Modificase el artículo 1º del Decreto 3150 de 2002, el cual quedará así: "Artículo 1º. Ordénase la emisión, a través del Ministerio de Hacienda y Crédito Público, de "Títulos de Tesorería, TES Clase B" hasta por la suma de doce billones novecientos ochenta y dos mil millones de pesos ($12.982.000.000.000) moneda legal colombiana, destinados a financiar apropiaciones del Presupuesto General de la Nación de la vigencia fiscal del año 2003".
