PARTICIPACION COMUNITARIA EN LOS ORGANISMOS DE CONTROL: Los organismos de control fiscal vincularán a la comunidad en la realización de su gestión fiscal sobre el desarrollo de los planes, programas y actividades que realice la entidad fiscalizada, para que ella a través de los ciudadanos y de los organismos de participación comunitaria, pueda garantizar que la función del Estado esté orientada a buscar beneficios de interés común, que ayuden a valorar que sus contribuciones estén siendo dirigidas en búsqueda de beneficio social.
