° Las Gobernaciones de los Departamentos procederán a señalar, por medio de decretos, la época del año durante la cual quedará terminantemente prohibido la siembra de algodón en el respectivo territorio y podrán sancionar con la destrucción de las plantaciones de sanidad vegetal, que se consideran de Policía e higiene públicas.
