Art. 2°. Abrense al Poder Ejecutivo, con arreglo al cuadro marcado con la letra G, para gravar la cuenta general del Tesoro con los gastos que se causen durante la vigencia económica de 1891 y 1892, en servicio de los diferentes Departamentos administrativos, créditos contra el Tesoro de la República hasta la concurrencia de veintitrés millones novecientos once mil quinientos quince pesos noventa centavos ($ 23.911,515-90), aplicables a los siguientes:
