El presente Acuerdo sustituye íntegramente el Acuerdo número 9 de octubre 4 de 1977 y regirá desde la fecha de su aprobación por el Gobierno Nacional.
Dado en Cali a los veintiocho (28) días del mes de febrero de mil novecientos setenta y ocho (1978).
