Para inciso 4º. del artículo 190 de la Constitución Nacional el siguiente texto.

Los Contralores Departamentales, el del Distrito Especial de Bogotá y los de las capitales de departamento, no podrán ser reelegidos en ningún caso para el período inmediato, ni continuar en ejercicio del cargo al vencimiento de su mandato.
