Art. 9.° Si las Juntas comerciales de Bogotá, Barranquilla i Medellin no hubieren hecho el 25 de setiembre próximo los nombramientos de miembros de la Junta Directiva de la canalizacion del rio Magdalena, que les corresponden, los hará en seguida el Poder Ejecutivo.
