Lo dispuesto en el artículo 3° de la Ley 76 de 1927 debe entenderse en el sentido de que corresponde privativamente a la Superintendencia Bancaria la vigilancia de la inversión que la Federación Nacional de Cafeteros de Colombia de a los fondos provenientes del impuesto al café que creo dicha Ley, lo mismo que el examen y fenecimiento definitivo de las cuentas que ha de rendir a la Federación relativas a tal inversión, de acuerdo con el contrato que esta tiene celebrado con el Gobierno Nacional.
