Modificar los artículos 3º y 4º del Decreto 2445 del 23 de noviembre de 2000, en el sentido que se podrá asignar teléfono celular y vehículo de uso oficial con cargo a los recursos del tesoro público, al Defensor del Contribuyente y Usuario Aduanero de la Unidad Administrativa Especial Dirección de Impuestos y Aduanas Nacionales.
