Autorízase al Instituto de Fomento Industrial para emitir bonos destinados a la financiación de la industria siderúrgica de Paz de Río, hasta por la suma de diez millones de pesos ($ 10.000.000) anuales durante cinco años, a un tipo de interés del seis por ciento (6%) anual, amortizables en veinte años, y se autoriza igualmente al Gobierno Nacional para pagar los intereses, cuotas de amortización, así como para garantizar dichos bonos con el respaldo del Estado.
