Artículo único. Declárase que los Gobiernos de los Estados del Tolima y Antioquia han dejado de existir constitucionalmente. Por la Secretaría de Gobierno se comunicarán instrucciones á los Jefes de los Ejércitos nacionales en operaciones en el territorio de aquellos Estados, para la conveniente provisional organización de esas secciones, á medida que avancen las fuerzas federales de su mando.
